Investors’ eyes will be turned on the United States this week, with particular attention being paid to the jobs figures that come out on Friday. But perhaps of even greater interest to investors is the requirement that directors make a declaration on whether there are suitable internal controls within the company and provide confirmation that it remains a going concern.On the question of directors’ pay, Sir Adrian has passed the buck to the Greenbury committee. Was it in the public interest, he asked, for suitable corporate governance structures to be established at such entities, given their importance to the communities in which they operate and the economy generally?Another area of possible interest is whether it should be made easier for shareholders to put resolutions to annual general meetings. Sir Adrian posed the question whether the guidelines were appropriate for the full spectrum of listed companies which looked to the public for money. He suggested size could be a legitimate issue for Cadbury mark two to look at.Jonathan Charkham, a committee member and a non-executive director on several boards, also highlighted the role of unquoted companies, some of which were very large. “There would seem to be a major job to do in looking at what has happened, reactions to the code and examining smaller companies,” he said.He pointed out that the number of non-executive directors – a key part of the Cadbury code – tails off as company size diminishes.Boards with three or more non-executive directors drop from close to 100 per cent in companies valued at pounds 1.4bn and above to under 40 per cent in companies capitalised at between pounds 1m and pounds 10m. He and his team on the Committee on the Financial Aspects of Corporate Governance found there had been a big increase in companies complying with the terms of the code he helped create in 1992.
Their findings are supported by a survey by Coopers & Lybrand, the accountants, which suggests the rate of compliance among listed companies had risen to 70 per cent in December from 55 per cent a year earlier.But while Sir Adrian said a key part of his role was to provide the successor body, to be appointed next month, with the information on which to base its decisions, he and his fellow members gave little detail on what this body would do.Sir Adrian said he did not want to tie the hands of his successors, but he did give a few clues as to where they might like to dig.

Accurate figures are hard to come by at the moment and the country is still many years away from being driven by the home-shopping phenomenon, but a halving in the consumption tax on gold jewellery at the start of this year has boosted sales. Although jewellery only accounts for 2 per cent of sales at the moment, Wal-Mart intends to roll out more jewellery to its stores to capitalise on the gold consumer rush.But before long, China is likely to challenge the dominance of the US market.

The well- known US discount chain Wal-Mart is the largest single retailer of jewellery. While the children decide which solid gold hero turtle to add to their playroom collection, their mother can also buy a few necklaces and rings for herself.The US, which remains the largest developed consumer market for gold jewellery, showed a steady increase in demand of 8-9 per cent in the first quarter of this year. In Saudi Arabia, the biggest manufacturing centre for jewellery in the Middle East, the popularity of a children’s television cartoon series based on the Ninja Turtle characters has pushed gold sales up by three tonnes in the first three months of this year. It aims to capitalise on the novelty of the convenience of home shopping in ex-Communist states to sell watches and jewellery on television.Television is proving influential in other ways. Television and electronic home shopping accounts for some 28 tonnes of gold per year.So great is the appeal of all that glitters to the home shopper that US-based Factory Sales Associates has announced its intention to conquer the huge Russian market. Gold as an investment may have lost its shine, but armchair shoppers are pushing up demand for gold jewellery as insomniacs and channel-surfers make the most of new television home-shopping channels.
QVC, the home shopping service launched in 1993, says more than a third of its live 17 hours of transmission in Britain is dedicated to the sale of jewellery. Some 7,000 shareholders have notified the company that they will be attending the AGM at the London Arena.. He also wants boardroom pay rises linked to those made to all British Gas employees.The written guarantee was extracted from the company after Mr Salmond had been told by Professor Lamb that the company was threatening him with a possible bill for costs on the eve of the deadline for submitting resolutions.Mr Salmond then went to see the company’s Secretary, John Jackson, and warned him that unless he gave a written undertaking not to charge the shareholders he would raise the issue in the House of Commons.Wednesday’s meeting promises to be one of the most eventful and best attended in British corporate history. The Chancellor has told friends he is “fed up” with others writing his Budget for him.While the option of a windfall taxis being pressed on him by senior Conservative backbenchers, some Cabinet ministers are privately making it clear they regard it as unfair.They are ready to remind the Chancellor that last December, he said Labour would be “penalising success, damaging prospects for investment and damaging electricity prices”.The Treasury fears a retrospective tax would undermine future privatisations.But Tory support for a one-off levy drew criticism from Tim Melville- Ross, director general of the Institute of Directors, who said they were taking a purely political position not justified on economic grounds. But he does not rule out stealing Labour’s clothes with a windfall profit tax on the privatised utilities.Mr Clarke is known to have been irritated by the support shown by Sir Marcus Fox, the chairman of the 1922 Committee, for Labour’s tax plans.Sir Marcus’s intervention raised speculation that the Prime Minister may be trying to pressure the Chancellor to implement such a tax in the next Budget. Downing Street sources deny the Prime Minister’s involvement, insisting Sir Marcus had acted independently.

The Chancellor will face a barrage of calls for an increase in mortgage interest relief at source (MIRAS), back to 25 per cent for first-time buyers, from Conservative associations at the party conference next month.
The Chancellor also damps down hopes of tax cuts in an interview today in the Daily Telegraph. Sources close to Kenneth Clarke have said he is ready to reject the demands for action on the ground that it would stimulate inflationary pressures in the economy. Major John Thomas, the chairman of Mr Aitken’s constituency association in Thanet South, shrugged off the report.”It was said at the time that these Customs people were going to carry out an investigation and that he was one of the people they would be seeing. I would have thought it was a normal procedure at this stage,” he said last night. “He said at the time that he was quite happy to answer any questions.”. The Chancellor is resisting growing pressure for special help for first time home buyers in the Budget.

A report will be submitted to the Director of Public Prosecutions. The controversial cloned sheep which provoked moral outcry last week suffered significant developmental problems and abnormally high birth- weights, it has been disclosed.Three of the five lambs died shortly after birth and post-mortem analysis revealed congenital abnormalities in their kidneys and cardiovascular system. None the less, the evidence seems to suggest the FBI broke the law and that others have been doing the same ever since to keep him in prison. The LAPD, it is claimed, has known about the existence of alternative suspects for over 20 years.The Black Panthers were no angels: they were involved in bank robberies and killings and Pratt might have ended up dead or in jail anyway. He is now a lawyer and a prominent member of the First AME Church, which played a central role in bringing the 1991 Los Angeles riots under control.With the three jurors and Wes Swearingen, Johnnie Cochran has a good chance of winning for Geronimo Pratt this time.

Sources close to the lawyer say he regards this case as “the big fish which got away, the case which radicalised him to the abuse and prejudice in the US system of justice”. He will be helped by another set of documents which suggest Olsen was actually killed by two other men who have since died. At Pratt’s trial the jury was not told that Julius Butler was an FBI informant or that Pratt was the subject of a Cointelpro operation. Three members of the original jury have sworn affidavits saying they could not have convicted Pratt had that information been available.By contrast Julius Butler sticks by his original testimony. I heard Cleary say, ‘The son of a bitch was in Oakland’.” The Oakland wire-tap logs for December 1968 have now “disappeared”. “The bureau knew Pratt was in Oakland the day Olsen died,” says Wes Swearingen. “They have him on a wire-tap making a call to LA two hours before the murder.” Swearingen was with the FBI for over 20 years and received four commendations from Hoover but the Pratt case has persuaded him to break the bureau’s code of secrecy.In January 1972, just before Pratt’s trial began, Swearingen was sharing a telephone with an agent called Brendan Cleary who was assigned to Pratt’s case.

“At one point I heard Cleary speaking with someone on the telephone about Pratt. Pratt was arrested and charged soon afterwards.With Butler to testify against Pratt, the FBI was confident, except for one obstacle: they knew for sure Pratt was elsewhere at the time of the murders. Throughout 1968 Pratt would travel regularly to the Black Panther headquarters in Oakland. The officer refused until eight months later when Butler himself asked for the letter to be passed to the FBI.
