Despite reports, Sandra Bullock isn’t aiming to become a legal parent to her husband’s three kids.

The report found many women are willing to see higher taxes, for example, to fund education, health, pensions and environmental protection, despite Labour and Tory opposition to raising taxes. On education, while Conservatives emphasise choice and diversity, very few of the women who responded to the survey used the phrase “more choice”.They want quality education for all and would like gender and parenting issues included in the national curriculum, as a way to increase sexual equality. In health, many are concerned about the National Health Service and want better healthcare for women. Yet the Tories make only two references to women’s health in their campaign guide, and Labour highlights them in its strategy for women but not in its draft manifesto. The Liberal Democrats have a range of policies in a policy paper but not in their election briefing. On employment, the issue is not so much being in or out of work, but equal pay, childcare, low wages, flexible hours and maternity rights. While the family has become a subject of great political posturing, women have a “back to basics” idea of their own – widening the responsibility. They want a “more balanced approach to family life” with not only their partners but employers and the community sharing the burden “They want employers and the government to take action. They are angry that childcare in the UK is considered a private rather than a social concern.”The report concludes: “At the moment, we have a situation of political double-think. All the parties propose strategies for women and propose machinery to represent women… Yet on central platforms, women disappear and so do their issues.”The failure to recognise the difference between issues that specifically affect women and women’s perspectives on all issues is at the root of the parties’ difficulty in addressing women’s concerns, it says. The findings come as women are becoming increasingly prominent in alternative political campaigns, such as the anti-roads protester known as Animal and Ann Pearston of the Dunblane Snowdrop anti-gun campaign. The research, carried out by Charlotte Adcock, a former journalist now writing her PhD on how women are represented in the news, follows previous findings by MORI for the Fawcett Society which showed a clear gender gap in voting patterns. An NOP survey last month reported that seven out of 10 women do not feel the political parties pay enough attention to the things that matter to them. The Women’s Communication Centre, a voluntary organisation that promotes female perspectives in public debate, is sending copies of the 80-page briefing to every MP and candidates in marginal seats.

Sue Tibballs said they would use the research to influence the parties’ approach to women voters. The report expands on Values and Visions, published by the centre last summer, in which women listed what they wanted on everything from politics and the economy to good sex.n ‘What Women Want on Politics’, available from the Women’s Communication Centre, 3 Albion Place, London W6 OLT, pounds 7.50.Election 1997: pages 21-24. One in three women – up to seven million voters – are undecided about who to vote for in the general election, according to a report to be published tomorrow, writes Stephen Castle. According to the report, based on a MORI poll for the Fawcett Society, the proportion of floating women voters has increased in the past year. Thirty-one per cent of women, as opposed to 25 per cent of men, have yet to decide how to vote on 1 May.
The findings will urge both parties to woo female voters. But Labour especially has given priority to women’s issues because it believes its appeal for older women is weak.

The report, It’s not like picking a football team: Women floating voters at the 1997 general election, is based on research in key marginal constituencies. It concludes that women floating voters are more thoughtful than others about economic and social issues. It notes a high degree of alienation from the political system; undecided women, it says, are often put off by politicians’ behaviour,.The report finds that women with children under five are more likely than childless women, or those with older children, to be floating voters. Thirty-four per cent of the women with children under five are undecided. Full-time workers are also less likely to have made up their minds yet.Shelagh Diplock, director of the Fawcett Society, said that the women who had not yet made their election choice were those”deeply concerned about the impact their vote could have on their lives and communities”.. As this election begins, the voters are behaving like tourists in a red-light quarter. There in the windows, garishly lit in pink or blue, sit the candidates.

There in the darkness outside are we, sniggering at their charms and blemishes We think they can’t see us But as a matter of fact, they can We are watching them watching us. And what do the candidates make of those who will choose or reject them? It’s a question nobody asks. The convention is that we, the electorate, do the inspecting and do it in the most superior, condescending manner imaginable. The media encourage us to sneer at the eagerness of the politicians to seduce us, and foster the prejudice that the parties and their leaders are a pretty sad crew dolled up to impress and deceive. We are supposed to think that none of them is really worthy of us – the great British public But put the question round the other way. Are we worthy of them?
It is one thing to sense and enjoy the power of the voters to choose who shall govern. Even though that power is slightly illusory, under our weird electoral system and the tradition of Cabinet absolutism, that is a democratic feeling.

But it is quite another thing to approach politics with the sort of noisy, generalised contempt for politicians which is so apparent in 1997. That, in the end, is an undemocratic feeling. To meet party leaders, in my experience, is to be surprised by their quality. None of the three main leaders – five counting Alex Salmond and Dafydd Wigley – is Mandela, Gladstone or de Gaulle. But they are all likeable; they are intelligent, anxious to do good for their fellow humans, not excessively vain, not corrupt or cruel They vary, admittedly, in strength of character And it’s a pity they are all male.

“I have been at CCS for about 15 years; in fact, they sponsored me through my final year at college. I started out in research in the private client area and moved into fund management in 1992, when I took over the fund which became the Hallmark Growth Portfolio. So I was in charge when we repositioned the fund in July 1995.”The reason for a fundamental change in the fund’s investment strategy was that Cassells had become convinced that market conditions had changed significantly since its launch in the mid-1980s. He explains: “The fund had become too staid and wasn’t really delivering any growth and had been run on a total return basis. So we put the emphasis away from income and on to the growth stocks as we wanted a portfolio which was more in line with modern market conditions.”With the emphasise on growth in the existing portfolio, there was a gap in the CCS range for a similar income-orientated fund and the CCS Hallmark Income Portfolio Fund duly arrived in July 1997, also with Mr Cassells as its manager. Hallmark Income and Hallmark Growth are “sister funds,” says Mr Cassells.

“We have roughly 50 per cent bonds and 50 per cent equity in the income fund, whereas the growth fund has only about 15 per cent in bonds and cash and the rest in equities.Mr Cassells has achieved a strong performance record with the Hallmark Growth Fund, particularly since its change in investment policy. “The fund is up from about £55m in 1995 to just under £70m now, and much of that is linked to the fact that we believed in this strange thing called the ‘new economy’ back in 1995. We have reaped the benefits of being positioned in the right area of the market and of having been in it from the start of its outperformance,” he says.Despite his confidence in the benefits of his long-term strategy, Mr Cassells does admit that “we were very lucky that, in the last quarter of last year, we were well positioned for the take-off in TMT (technology/media/telecoms) stocks and it was luck more than judgement. We had to spend most of December, January and February whittling down some very large positions in these stocks and we were in the position of defending gains we had already made rather than ‘taking a punt’ on an old economy portfolio in order to try and make money.”As a result, much of Mr Cassells’ strategy this year has been based on a portfolio of defensive stocks. “We have gone heavily into pharmaceuticals and healthcare and also into financials and interest-rate-sensitive utilities.”But this does not mean that the fund has abandoned its interest in the new economy. Mr Cassells says: “The third group of stocks we are looking at are those companies benefiting from increased use of technology, such as Chloride, which is transforming itself from a boring engineering and electrical company into a genuine new economy company, making equipment that can deal with the problem of power surges in electronic equipment. When understanding technology, you need to understand this third tier of the market – the ‘transformed economy’.

By plotting a middle path between the old and new economies, ‘transformed’ companies are primarily established companies with healthy profit streams which hook into the e-commerce revolution to enhance their growth prospects.”Having been a long-term participant in the “new economy”, Mr Cassells sees these stocks as having already reached a considerable state of maturity He argues: “We are all new economy companies now. The next major theme we see developing is that bandwidth will be made so abundant and cheap that you will be able to give it away. So the emphasis is going to be on companies that can use the technology to best effect, rather than on the technology itself.”This belief has important implications for the future strategy of the Hallmark Growth Fund. Mr Cassells says: “This is why you have had such volatility in technology companies recently. The one thing you can be sure of is that the winners over the next five years are not going to be the same as the winners over the last five years. We are slowly repositioning the portfolio towards a more overweight position in the TMT sectors, but I believe you are going to be getting more steady growth from these companies in the future, not the 100 per cent per quarter that you were seeing in the early part of this year.”.

Patience is a much neglected virtue in the stock market. Many private investors are not prepared to take a relatively long-term view and as soon as a share under performs it suffers the old heave-ho.
But the stock market can be a volatile place. And it is often wise to give a share, at least for a time, the benefit of the doubt. I do not believe in adopting a rigid formula, such as the stop-loss system, in which, irrespective of the circumstances, a share is dumped once it falls below a certain price.I am not suggesting investors stick with a share, come hell or high water – a sure recipe for disaster.

My point is that a shareholder must use his own judgement; he will not always get it right but he will not, in effect, have decisions made for him.Since it was launched in February last year, the no pain, no gain portfolio has sold shares when I took the view there was no point in hanging around waiting for losses to increase Deep Sea Leisure is an example. The shares were sold at 102.5p, well down from my 250p buying price. It was clear the aquarium group was no longer enjoying itself and the price is now bumping along at 42.5p.It could be argued that I stayed with Deep Sea’s declining fortunes for far too long. A stop-loss system would have taken me out at around 200p or 220p. And it would also have ensured profits were taken before they evaporated in the dot burn-out.But it would have failed me if I had used it in connection with S&U and Safeway S&U, a financial group, went down to 216p following my tip. The shares are now 360p, comfortably above the 292.5p buying price. Safeway, interim results tomorrow, plunged to 154.75p after the shares entered the portfolio at 248.5p; the price is now 320.5p.Naturally I agonised about dumping them.

Employers, even good employers, of whom there are many, cannot be accepted as sole arbiters. That is one important reason why trade unions are necessary.
C R DALESaffron Walden, Essex.

Statutory national standards of occupational safety and health are set by governments, not by employers or employees. Both sides of industry have an equal right to be consulted in their formulation. It is because, as you say, “conflicts between those who create jobs and those who take jobs are ineluctable”. I write as a former trade union official, who spent much of his working life dealing with workplace safety and health hazards. It is not just because some employers “fail to reach the gold standard” that trade unions are needed. Sir: Your opinion (leading article, 10 September), “Yes we need unions, but unions need to change”, is based on a fundamental misunderstanding.

A more experienced and aggressive rider would have done so, but Julich’s calculations were confused by the fact that he had a Cofidis team-mate, Roland Meier, up the road ahead of Pantani. The American did not want to help Pantani catch Meier, possibly depriving his team of a precious stage win, nor did he have the confidence to test Ullrich at such an early stage. Instead, he waited on Ullrich’s shoulder, politely leaving his final sprint until a few hundred yards from the finish He took nine seconds from Ullrich. It could have been two minutes.”It was all a bit much for a guy in his second Tour,” Julich said in a recent interview in ProCycling magazine. “I felt completely overwhelmed by the whole experience.” Julich would probably not have beaten Pantani into Paris anyway, but with a bit more aggression that afternoon he might have broken Ullrich.

Julich put the mistake down to immaturity; those who would like to see the popular “Bobby J” lift the Tour title on 25 July in the Champs-Elysees wonder whether he has the killer instinct of a champion.”That’s Bobby,” says his team-mate and good friend, David Millar. “Everyone has their style of riding and Bobby’s is conservative. He doesn’t risk it very often, he doesn’t go into the red, he’s very safe and secure, but he’s a brilliant rider and a very smart guy.”Though as comfortable as almost all Americans on the business end of a microphone – “reach for the moon and you might touch the stars” is one of his most quoted soundbites – Julich rides as he is, quietly and without pretension. He bears a striking resemblance to Sebastian Coe and has the same clean-cut image In one sense, he has come a long way very quickly. This is only his third Tour, only his third season as a continental professional. In another, he is an eight-year overnight sensation. Julich was dubbed the “next Greg LeMond” in 1991 when, as an amateur, he finished fifth in the DuPont Tour, America’s biggest stage race “I had the world in my hands then,” he reflects Closing his fist around it proved less straightforward.

A team went bust, leaving him without races or money and, when he did make it into the ranks of the Motorola team, Lance Armstrong was the team’s undisputed leader. He could have stayed tucked safely away in the ranks of the charismatic Texan’s band of acolytes; instead, he took a gamble and signed for Cofidis, the French team.Though he lives near his fellow Texan, Armstrong, in Nice, the closeness is purely geographic “There’s always been an edge between us,” Julich says. “There’s no ill will, only respect on my part, but I realise I can’t get on with everyone.”It is widely presumed, though denied by both, that Armstrong’s third place in the Tour of Spain last autumn was a direct riposte to Julich’s inspired third place in the Tour. A fight to the finish between the gentle Julich and the ebullient Armstrong could retrieve the soul of the Tour from the chemists’ lab Both are 27, eloquent and considered “clean” riders.
