Only the war-torn island of Malta, under enemy siege during the Second World War, has received such a high honour which is second only to the Victoria Cross and is usually awarded to individuals.
The award, formally agreed by the Queen, was made on the advice of Government ministers.
Buckingham Palace announced: “The Queen has awarded the George Cross to the Royal Ulster Constabulary, to honour the courage and dedication of the officers of the Royal Ulster Constabulary and their families who have shared their hardships.”
The medal was instituted in 1940 by the Queen’s father, George VI for “acts of the greatest heroism or of the most courage in circumstances of extreme danger”.
This is only the second occasion on which the George Cross has been awarded to anyone other than to individuals.
In 1942, the George Cross was conferred on Malta, in recognition of the conspicuous gallantry and fortitude displayed by the inhabitants during devastating enemy bombardments.
The award of the George Cross to the RUC, a predominantly Protestant force, comes at a delicate stage in the protracted Northern Ireland peace process.
It is likely to please Unionists but at the same time anger Republicans.
The citation for the award reads: “For the past 30 years the Royal Ulster Constabulary has been both the bulwark against, and the main target of, a sustained and brutal terrorist campaign.
“The force has suffered heavily in protecting both sides of the community from danger – 302 officers have been killed in the line of duty and thousands more injured, many seriously.
“Many officers have been ostracised by their own community and others have been forced to leave their homes in the face of threat to them or their families.
“As Northern Ireland reaches a turning point in its political development this award is made to recognise the collective courage and dedication to duty of all those who have served in the Royal Ulster Constabulary and who have accepted the danger and stress this has brought to them and to their families.”
RUC Chief Constable Sir Ronnie Flanagan said: “This is a momentous day in the history of the RUC.”
Speaking in Belfast minutes after it was announced the Queen was bestowing the George Cross on the force, he said it was a humbling moment.
He said it recognised “all the courage and sacrifice by the men and women of the RUC”.
Sir Ronnie said it was the only occasion, apart from the awarding of the medal to the people of Malta because of their unparalleled bravery, that the George Cross had been awarded for an act of collective courage.
He said: “It is, therefore, a humbling experience for me to acknowledge that, as in the case of the people of Malta, the collective courage and sacrifice of the men and women of the Royal Ulster Constabulary has been recognised in this most meaningful and public way by Her Majesty.”

Dr David Clark, the party’s defence spokesman, said there were at least four occasions when the evidence was ignored.After prolonged questioning by the committee, which the Liberal Democrat MP Menzies Campbell likened to “peeling an onion”, Mr Mottram admitted his investigation had pinned the errors down to the Surgeon-General’s organisation. Mr Soames, who became Armed Forces Minister in 1994, told MPs yesterday that there had been “very serious failings in one particular division in the MoD” and that some senior military and civilian officers were likely to face disciplinary action. However, Trevor Furlong, Mersey’s chief executive, said discussions were continuing which could lead to a settlement, some 18 months after the industrial action began. Isn’t it the first thing that flashes into one’s mind?Nina’s been thrown a ball of fire by her mother’s doctor and it’s burning her hands. I think she should chuck it back into his court with the threat that if he doesn’t at least broach the subject with her mother, even in a roundabout way, within a few months she will have to tell her mother herself. But she should add that she feels the news would come better from him, as indeed it would, including a lot of flannel about the doctor/patient relationship and how she’s sure he’s “so good at telling news like this.”But if he refuses to tell, I think, on balance, that she should, particularly if she and her mother have a relationship that she wants to cherish.WHAT READERS SAYDoctors should always take their cue regarding how much to tell the patient from the patient. The doctor has a responsibility to be honest with his patient and to give her as much information as possible, while at the same time making sure that she is not given more than she can cope with at any one time.Doctors have a compelling duty of confidentiality to their patients and this doctor has clearly flouted this duty in telling Nina her mother’s prognosis in advance of telling the patient. Battlers live just as long or as short as wailing hand-wringers. Not only that, but there is absolutely no evidence that those who “battle” with cancer live any longer than those who weep and give in.

Cancer is bigger than all of us, and no amount of visualisation, positive messages or Pollyanna-ish brainwashing makes any difference at all to the outcome. I would so long, myself, to know if I were going to die that I find it hard even to imagine anyone not wanting to know. The knowledge would give me a chance to tidy up my affairs, say goodbye to people, put right old wrongs, and, perhaps, have the most glorious last few months of life by living it to the full. Indeed for me it would be a real treat to be told, and far better than just popping off surprisingly with a heart attack in my sleep, the way most people would prefer to die. But there are those who shudder at the idea of being told the awful truth and one has to consider their views. And yet has Nina’s mother’s doctor really thought this through? He sounds a bit of a berk and anyway has no right to tell a patient’s relative anything without her permission.
